NaFAA Signs Key MoUs to Boost Fisheries Sector at NFIC 2026 Conference

MARGIBI COUNTY, Liberia  — The National Fisheries and Aquaculture Authority (NaFAA) has signed two landmark memorandums of understanding (MOUs) aimed at transforming Liberia’s fisheries and aquaculture sector on the opening day of the National Fisheries Investment Conference, Kpongama 2026, held at the Farmington Hotel.

The agreements, signed with Orange Money Liberia and Electrans Limited, mark a significant step toward strengthening digital financial systems and advancing critical fisheries infrastructure.

NaFAA Director General J. Cyrus Saygbe Sr. and Orange Money Liberia Chief Executive Officer Laurent Koffi-Bah formalized a strategic partnership to accelerate digital financial services across the fisheries value chain.

Under the one-year renewable agreement, Orange Money Liberia will serve as the primary digital payment platform for NaFAA operations, including the collection of fees, Fish Market Day transactions and other official activities.

The partnership is expected to modernize payment systems, enhance transparency and expand financial inclusion, particularly within coastal fishing communities. The Orange Liberia network will also support early warning systems for fishermen to improve safety at sea.

Additionally, Orange Money Liberia will support NaFAA through digital promotions, SMS awareness campaigns, influencer engagement, staff capacity building and the provision of high-quality internet connectivity for major fisheries events.

The agreement also grants Orange Money priority sponsorship and branding opportunities at NaFAA programs, including nationwide artisanal canoe-marking exercises across Liberia’s nine coastal counties.

In a separate development, NaFAA signed an MOU with Electrans Limited for the preliminary assessment and feasibility evaluation of the Robertsport Fish Landing Cluster in Grand Cape Mount County.

The agreement, signed by Harry Waitembery on behalf of Electrans Limited, is expected to support the transformation and operationalization of the Robertsport landing facility.
